Horseshoe Bay sits on Lake LBJ residing in Llano and Burnet counties. Running along side State Highway 71 and west of U.S. Route 281, it is just south of Marble Falls, Cottonwood Shores and Granite Shoals. As of the 2020 Census, Horseshoe Bay's population was 4,257.

The City of Horseshoe Bay Emergency Management Office falls under the guidance of the Fire Chief. The Emergency Management Office plans and prepares for emergencies, educates the public about preparedness, develops volunteers and relationships, manages grant funding to improve homeland security and public safety capabilities, coordinates emergency response and recovery, supports planned events, and works with public and partner organizations to protect its whole community when it needs us the most.
